Passenger Vessel Tender Operations

Wind condition limitations for tendering operations

When the wind conditions are sustained 30kts and gusting above 30kts, Stanley Harbour will be closed for fishing vessels and all passenger tenders and zodiacs.  Additionally, the harbour may be closed at wind speeds below these limits on direction of the Harbour Master.

Visibility

All tender operations will be suspended when visibility falls below 0.1nm.  Exceptions may be granted if only one vessel is operating, and appropriate risk assessments are provided. 

Conduct of navigation when transiting the narrows

All zodiac and tender coxswains are reminded of their obligations under rule 9 of the collision regulations. All tenders are to remain to the starboard side of the Narrows channel at all times.  Overtaking is not permitted whilst transiting the Narrows.

 Pontoon Operations

The following instructions are given concerning cruise ship tender operations onto the pontoons located at the Public Jetty and the finger pontoon:

  1. Any instructions from the Harbour Master or their designated officer, must be complied with at all times. This may include periods when tender activities are suspended until weather conditions improve.
  2. That all vessels provide sufficient shore party crew with suitable PPE to place mooring lines and assist in the safe berthing/unberthing of tenders.
  3. That passenger and non-essential staff movements on any pontoon be prohibited whilst a tender is berthing/unberthing.
  4. That passenger movement to and from tenders should be limited to one tender at a time per pontoon.
  5. That no more than one tender at a time may berth / unberth at a pontoon, however more than one tender is permitted alongside the pontoon.

This Notice supersedes Notice to Mariners 02/2022 and shall remain in force until further notice.

Following a review of anchorage allocations and the experience gained during the last fishing and cruise ship season the Falkland Islands Maritime Authority have changed the anchorage allocations within Stanley Harbour and Port William.  These will come into effect on the 1st September 2024

Ship to Ship Transfer Regulations 2023

Please be advised that as of 30th November 2023, the new ship to ship regulations 2023 will be in force.

These new regulations will bring into force Chapter 8 (Prevention of Pollution during the transfer of oil cargo between oil tankers at sea) of Annex I of MARPOL and will require the notification of bunkering operations in the Falkland Islands waters.

Notification mechanisms under Regulations 9 and 11. 

-       Under both regulations, notifications should be made to the Falkland Islands Maritime Authority (FIMA) Duty Officer via e-mail to:  This email address is being protected from spambots. You need JavaScript enabled to view it..  Notifications submitted will be acknowledged by FIMA.  Cargo transfers and bunkering operations are not to commence until an acknowledgement has been received.

-       Due to unforeseeable operational changes, it may from time to time (in extremis) be necessary for notifications to be submitted at shorter notice.  In such circumstances, notifications are to be made via VHF Channel 10.  As for e-mail notifications above, cargo transfers and bunkering operations are not to commence until the radio notification has been acknowledged and permission to proceed with the operation given.

-       The data required within notifications is set out within Regulations 9 and 11.  For the notification of bunkering operations under Regulation 11, the priority must be to achieve the 24 hours’ notice requirement.  To that end, estimated timings and fuel quantities are acceptable and FIMA will follow-up closer to the time of the bunkering operation if more data is required.
